Coalition negotiations in Mongolia

Although the Mongolian People's Party (MVP) won an absolute majority of seats in the elections on 28 June (68 out of 126), the opposition parties also gained a significant number of votes. In particular, the conservative Democratic Party (DP) and the liberal KHUN party were able to visibly increase their results compared to the previous elections in 2020. In (inter)national press coverage, the elections were seen as a kind of "lesson learnt" for the MVP, which has been in power since 2016. As a result, the party leadership decided to take the unusual step in Europe of entering into a coalition with the DP and the KHUN party despite having an absolute majority of seats.

Coalition governments have already been formed in Mongolia in the past, but so far without the adoption of a joint coalition agreement. The aim for the new (already formed) coalition was therefore to negotiate a written coalition agreement in the shortest possible time, modelled on the German "traffic light" coalition. At the request of the Friedrich-Ebert-Stiftung (FES), Dr Danny Schindler and Oliver Kannenberg met with representatives of the Mongolian government, including the head of the cabinet secretariat and head of the negotiations as well as three ministers and a female minister, to discuss the coalition-building process in Germany. In particular, the dos and don'ts of coalition negotiations and subsequent coalition management were discussed. From the Mongolian side, the main topics discussed were dealing with conflicts and the role of public expectations. This resulted in a very stimulating and instructive exchange for all sides on the importance and functioning of coalitions in different political cultures.
