IParl-Projekt „Parliaments in the Pandemic (PiP)”

Parliaments in the Pandemic (PiP) is an international collaboration organized by the Research Committee of Legislative Specialists (RC 08) of the International Political Science Association (IPSA).  PiP is supported by the Institute for Parliamentary Research (IParl), Berlin, and SYRI, Prague.

PiP studies how parliaments have dealt with the pandemic situation and how it has affected their roles in the political systems. 43 academic experts worldwide have contributed to PiP and provided in-depth information on 33 national parliaments and legislatures in democracies as well as in hybrid and authoritarian regimes. Data has been collected ‘live’ as the pandemic unfolded for three observation periods that comprise the times from February 2020 to July 2021. This provides a unique dataset with 10.000 survey answers.  

The goal of the project is to understand and explain parliamentary behavior in the pandemic situation and draw lessons for other crises as well as the “normal” situation. A first comprehensive study will be published as an edited volume in 2024 with several other publications to follow. Project results will be presented and discussed in several international and national conferences.
